Dr. Sylvia Newman-Green
A native of Louise, Mississippi, Dr. Sylvia Newman-Green completed her secondary education within the Humphreys County Public School System and furthered her matriculation at The Mississippi Valley State University of Itta Bena, Mississippi where she earned a Bachelor of Science Degree in Computer Science with a truly motivated desire to share the advancement of technology and educate the others about technological innovation and expansion, Sylvia ventured forth to Jackson, Mississippi for postgraduate studies in pursuits that would yield her a Master of Science Degree in Technology Education from Jackson State University. Member of Alpha Kappa Alpha Sorority, Inc., Member of Epsilon Pi Tau Technology Honor Society, Alpha Epsilon Lambda Honor Society, and Omega Nu Lambda Honor Society.
Armed with an overabundance of technological savvy from her educational studies and the degrees she has earned, Sylvia has unfalteringly steered her career to her current position as Director of Technology with the Yazoo County School District. With her commitment to her field of study, she has, additionally, established professional ties with the professional organizations, Mississippi Educational Technology Leaders Association (METLA), Mississippi Technology User Group (MSTUG), and Association of Information Technology Professionals, Jackson Chapter (AITP), Furthermore, as an extension of her area of expertise, Sylvia utilizes her skills via her active engagement with social and civic groups, Junior Auxiliary of Yazoo City, Mississippi and The Elite Club of Yazoo City, as she volunteers with their various community service initiatives. She especially excels in technological mentoring to youth and senior citizens of the Yazoo Community, in addition to the technological workshops hosts and facilitates to provide education to the technologically untutored members of the community.

Dr. Shivochie L. Dinkins
District Secondary Integration Technology Specialist & Educator
Dr. Shivochie L. Dinkins is an accomplished educator, technologist, and community leader dedicated to empowering students through innovation and digital learning. With over 16 years of experience spanning education, law, and leadership, she currently serves as the District Secondary Integration Technology Specialist for the Yazoo County School District.
A native of Canton, Mississippi, and a graduate of the Canton Public School District, Dr. Dinkins has dedicated her career to advancing education and technology across Mississippi. A former Hinds Community College professor and litigation paralegal, she brings a unique blend of academic and professional expertise to her work. At Hinds, she taught a variety of Paralegal Technology, Business Computer Applications, Business Technology, and Banking & Finance courses. At Yazoo County High School and Middle School, she has taught Exploring Computer Science and Cyber Foundations I & II, with an emphasis on coding, digital literacy, and 21st-century technology skills.
She serves as advisor to the Technology Student Association, Student Council, and Next Gen Media Team. Under her leadership, Yazoo County High School students earned First Place Overall School at the Mississippi Robotics Competition and First Place in multiple categories at the Mississippi Scholastic Press Convention.
As Yazoo County Middle School’s first Esports Coach, Dr. Dinkins mentors over 20 student gamers competing statewide in Rocket League, Minecraft, and Brawlhalla, promoting teamwork, strategy, and digital citizenship.
Recognized for her leadership, Dr. Dinkins was named a Mississippi AI Collaborative Educator AI Accelerator Fellow (2023–2024), where she explores innovative ways to integrate artificial intelligence into classroom instruction and policy. She has also presented at various conferences, including MECA, Making Connections, and Southern Sparks: Mississippi’s AI Conference, sharing her expertise in educational technology and AI integration.
A lifelong learner, she holds degrees in Paralegal Technology, Business Management, and Community College Leadership, along with teacher certification through the Teach Mississippi Institute. She has received numerous honors, including the Lifetime Achievement Award for Career Technical Education and the Hinds Hero Award.
Outside the classroom, Dr. Dinkins is a devoted mother and grandmother, former seven-year board member for the Canton Public School District, and a proud member of Alpha Kappa Alpha Sorority, Incorporated. Her passion for education, equity, and innovation continues to inspire excellence across Yazoo County Schools.
Mrs. Robin Capler
Mrs. Robin Capler serves as the Instructional Technologist for Yazoo County School District. With more than 16 years of experience in public education, she is passionate about supporting teachers and students through meaningful, effective use of technology.
She holds a Bachelor’s degree in Elementary Education from Mississippi Valley State University, a Master of Arts in Teaching from Alcorn State University, and a Specialist degree in Educational Administration and Supervision from Delta State University.
Mrs. Capler is committed to making technology accessible, engaging, and empowering for all learners. Beyond her work in education, she also contributes to her family’s adult daycare center, where she enjoys serving the community.
Mrs. Capler lives in Ridgeland, Mississippi with her husband, Stevie. They are proud parents and loving grandparents. When she’s not working, she enjoys shopping, dining out, and spending time with her family.
